If you're looking for a manual and automatic color splash app, Paletta would be a good choice. When you add a photo in the app, it extracts its colors and displays them in the color palette at the bottom. Once the image becomes gray, you need to tap on the color in the color palette you want to display in the image. You can activate multiple colors this way.
If you want to manually apply or remove the color from any part of the image, use the brush and eraser options found on the left side. Activate the zoom from the left side to increase or decrease the size of the image using the front and back pinch gesture.

2. Color Splash effect
From the house of Colorful Filter Studio which produced other interesting photo editing apps comes the Color Splash Effect app. The app also comes with a built-in photo editor which you can access at the start by tapping on the Beauty option or using it after applying the color splash effect .
It allows you to add color-pop effect in two ways: smart color and free color. In both, you must manually color the desired area. However, when you use the first option, the app tries to keep the color within the boundaries of the object. This is why it is called Smart Color. If you don't like this behavior, you can color it using the Free Color option.
Point: Use small lines near the edge of the object when using Smart Color for best results.

3. Color touch effects
With a small size of 4 MB, the Color Touch Effects app not only allows you to add a color splash effect, but it also offers other effects. You can even add a caption to your photos directly in this app.
As for the color splash effect, the app does not provide any automatic configuration. You need to apply the color by manually pressing the Original option. Use the Mono button to erase the added color. Fortunately, you can adjust the size and opacity of the brush in this app.

4. Color Splash Effect Photo Editor
This app works in three ways. First of all, it offers the traditional way of applying the color splash effect, i.e. by brushing the required area. To do this, tap the hand icon in the bottom panel. Then color the desired area.
Second, similar to the Paletta app, it allows you to apply color automatically from the color palette. To use this mode, tap the color picker icon.
Third, you can apply the effect using shapes. When you add a shape, the area inside is colored. You can reverse the effect and color the outside area by tapping the shape in the bottom panel.

If you're looking for a simple app for a splash of color without extra drama, you should try this app. The app does not offer automatic or smart features to make the required area different from the black and white image. You have to color the image manually. However, it does provide the functionality necessary for manual coloring. In other words, you can adjust the brush size, erase the effect and zoom the image for better clarity.
Interestingly, you can even add a new color to the image using the Color function. And if you want, you can use a predefined shape to add a pop effect of color.

The reason I like this app is that it provides all the functionality you need on one screen. You don't have to come and go for nothing. You can also change the size and opacity of the brush from the same screen. For best results, the app offers a magnifying glass to check the border of the object you are coloring.
Even if the application does not offer any automatic mode, the manual function works perfectly. You can also use the Recolor function for unique results.

Bonus application: Google Photos
Finally, you should try the Google Photos color splash effect. You will find it under the name of Color Pop. Tap it to let Google Photos automatically create a pop color effect. You cannot apply this effect manually in this application. However, you can adjust the size of the effect by pressing Color Pop again and then using the slider.
