WUDFPf (part of UMDF) has not yet been loaded. After that, Windows will restart the device.

However, in some cases, when the system tries to load the driver, Windows Driver Foundation – User-mode Driver Framework has not started yet. Error events are therefore logged.
How To Fix Event ID Error 219
To solve this problem, no user interaction is actually required.
Events are sure to ignore. The driver that Windows 10 is trying to load will be retried.
You can confirm that the driver is loaded correctly in the system information and you can confirm that the devices work correctly in the Device Manager.
However, unless the same events are logged continuously, you may need to view and troubleshoot error event logs.
