Surface Pro keeps changing brightness
After playing a video or game for 5 to 10 seconds, the display may suddenly switch to high brightness. The exact value can not be determined because the display percentage can continue to display the old percentage.
First, start the built-in power troubleshooter and see it help you. You can access it through the Windows 10 Troubleshooters settings page, or run the following command directly to view the integrated troubleshooting guide for the power supply.
msdt.exe /id PowerDiagnostic
After you press Enter, you will see the pop-up window Troubleshooting Power Problems. Run it and see if that solves the problem. If this is not the case, you will need to modify the registry. It is therefore advisable to create a backup of your system before continuing.

Change the value above highlighted in bold in 9250 (in hex) and exit the registry editor.
Now, just restart your computer and check if the problem persists.
